Disaster Preparedness and Humanitarian Response Training Hub
The BER4 Platform is a digital educational and training environment developed within the framework of the BER4 Project to support capacity building in disaster preparedness, emergency response, humanitarian coordination, and post-disaster recovery, particularly within the MENA region.
The core focus of the platform is the development and dissemination of structured training modules prepared under Work Package 2 (WP2). The BER4 Platform aims to function not only as a dissemination website, but also as a sustainable learning and resource hub supporting long-term disaster preparedness and humanitarian education efforts across the MENA region and beyond.
Designed For
Youth organizations, NGOs, volunteers, community actors, trainers, and disaster response practitioners. The modules support both off-site theoretical preparation and on-site operational activities.
Core Components
Combines theoretical background, operational field practices, case studies, lesson plans, trainer notes, practical learning, and peer learning. Special emphasis is placed on MENA regional realities and culturally sensitive humanitarian practices.

Vulnerabilities & Exposure
Disasters and humanitarian crises continue to affect millions of people across the world, particularly in regions characterized by environmental vulnerability, rapid urbanization, climate-related risks, political instability, and limited response capacities. The MENA region is especially exposed to a wide range of hazards, including earthquakes, floods, extreme weather events, displacement crises, infrastructure collapse, and complex humanitarian emergencies.
Gaps & Needs
Recent disasters in countries such as Türkiye, Morocco, Libya, Palestine, and other parts of the region have demonstrated the urgent need for stronger disaster preparedness systems, improved humanitarian coordination, and more accessible training opportunities for youth organizations, volunteers, NGOs, and local community actors. These crises have also highlighted significant gaps in:

- operational coordination
- community resilience
- and access to structured humanitarian training materials

At the same time, many local organizations and youth groups actively involved in humanitarian action often face challenges related to:

The BER4 Initiative
The BER4 Project was developed in response to these needs. The project brings together organizations from Turkey, France, Morocco, Palestine, and Egypt to collaboratively develop a comprehensive educational and operational training framework focused on disaster preparedness and humanitarian response.
A central component of the project is the creation of structured training modules under Work Package 2 (WP2). These modules aim to strengthen the capacities of NGOs, volunteers, youth workers, and community actors through accessible, practice-oriented, and regionally relevant educational content.

IL AFET VE ACIL DURUM MUDURLUGU (Sivas AFAD)
Sivas AFAD is the provincial disaster and emergency management authority responsible for disaster preparedness, emergency response coordination, search and rescue operations, and public safety activities in Türkiye.

Pompiers de l’Urgence Internationale (PUI)
